Bump DBZ has drawn me back into it’s folds so I’d like some more debate on this. There isn’t much, if any evidence to suggest Cell was powered up. Well its hard to know weither Cell was suppressed or not in hell. It’s not hard to know since there are no indications Cell was powered up. You mentioning Goku almost killing him is completely irrelevant as Cell was nowhere near full power when that happened, let alone post-zenkai levels.

There are clear physical indications of whether or not a character is powered up. Regardless, the evidence does pikkonn suggest Paikuhan would beat Cell due to him being relatively even with Goku a few weeks afterward. Pikkon takes this one.

There would be no doubt that Cell was at his full power when Pikkon stomped him, if Pikkon didn’t immediately go on to lose against Goku, the same Goku who previously admitted defeat against Cell outright. Dabura could turn him to stone.
You are however, correct that this was used to hype Paikuhan as the new big thing, in a similar way that Trunks was hyped up by killing Freeza. Still think Pikkon should win. You can’t prove Cell was supressed and we cant prove he was powered up. I think it’s close, pretty sure Dabura was related to being as strong as Cell and not a suppressed one. This is only ever an issue in special pokkon, such as with Gohan during his fight with Dabra.

I don’t see how Cell wasn’t suppressed when Pikkon beat him, as Goku barely trained between losing to Cell and fighting Pikkon and that fight was a stalemate. However, Paikuhan wasn’t supposed to know about Super Saiyans yet, so they painted Goku’s hair black again, which is why that’s the way it is in DBZ Shenron Follow Forum Posts: I like this battle.
Dabura didn’t want to stone him, as babidi told him not to. Cell was not suppressed, and even then, he still had enough power to defeat SSJ2 Gohan. Pikkon pkikon better feats. This means that while Goku was originally supposed to be a Super Saiyan, he’s either in his base form or some piokon in between state.
Also notice the both the lack of aura and electricity surrounding him. This is also further evidenced by the fact around only a month or less passes between Goku meeting and defeating Paikuhan.
